National ENERGY GLOBE Award Croatia 2018
The Green Energy project started with households. Since 2009, Karlovac County is directly supporting installation of small pellet boilers for family houses – in total, 170 families have received capital grant (usually 40-50% of a total investment) and total installed capacity excided 4 MW. In 2013, a multi-year program for replacing fuel oil with biomass in schools of Karlovac County started with this imitative.
The Karlovac County is located in central Croatia and covers an area of 3,622 km2. For years, fuelwood was the main source of energy for households, while fuel oil dominated in public buildings. In general, the state of energy efficiency in schools was poor and working condition were not in line with national standard because of under heated class rooms.
The solution is to implement a pilot project for supporting households through small pellet boilers for 170 households. Heat entrepreneurship model was for the first time in Croatia implemented in schools of the Karlovac County. This model includes contractual heat energy sales and is based on the conclusion of a multi-year biomass-based private energy supply contract. Private entrepreneur then invests his own capital into the reconstruction of the boiler room, which after the repayment of the investment goes to the permanent ownership of the boiler.
The use of biomass for heating in public buildings as a standard and not as an exemption is an important innovation and a brave political decision. The strategic orientation of Karlovac County to become the greenest region in Croatia opened doors for new and innovative technologies and financial concepts – for Croatia that was an important innovation which has important consequences at local, regional and national level.
